Ray Ragel Elevazo serves as the Deputy Administrator of the Cooperative Development Authority (CDA).
With over two decades of dedicated service, he has risen through the ranks from starting as a Clerk II to holding key positions such as Cooperative Development Specialist II for ten years and Senior Cooperative Development Specialist for seven years. He has also served as the Director of the CDA Cordillera Administrative Region and the Dagupan Regional Office.
An advocate for grassroots economic empowerment, Elevazo focuses on supporting micro and small cooperatives through technical services, skills training, and market access, aiming for a balanced approach to development and regulation. He holds a master’s degree in Development Management from Pangasinan State University and a Bachelor of Laws from the University of Pangasinan. His academic journey began with a Bachelor in Political Science from the Polytechnic University of the Philippines in 1991.
